The report issued by the Federal Service for Environmental, Technological and Atomic Inspection on the cause of the Sayano-Shushenskaya hydroelectric plant accident is chock full of senseless data designed to divert attention away from the core issues. In plain English, the report’s findings read as follows:

Following repairs, an unbalanced GA-2 turbine unit was labeled as “satisfactory” and installed at the plant in March. The GA-2 unit reached the maximum allowable level of vibration from the moment it began operation, with the vibrations increasing fourfold by August. For this reason, an effort was made not to use the GA-2 unit at all. But a fire at the Bratsk hydroelectric plant on the evening of Aug. 16 prompted dispatchers to increase demand on the Sayano-Shushenskaya facility.

The GA-2 unit was brought on line at 11:05 p.m. and operated for exactly nine hours and nine minutes before the disaster occurred. During those hours, the GA-2 lost power three times ... Read more »

An Omsk region police officer shot dead his girlfriend and a taxi driver before turning his service pistol on himself, raising new concerns about the psychological fitness of the country’s police force after a Moscow policeman went on a shooting spree in April.

Alexander Mets, 21, a police lieutenant from the town of Nazyvayevsk, located 150 kilometers northwest of the city of Omsk, is suspected of acting out of jealousy when he killed his 21-year-old girlfriend on Monday afternoon in Omsk, the Investigative Committee said in a statement Tuesday.

Mets had a spotless service record before the shootings, Omsk region police said in a statement.

Mets left work in Nazyvayevsk without permission at about 5 p.m. Monday, taking his service Makarov pistol and 16 bullets, the Investigative Committee said. He departed to Omsk in a gypsy taxi car driven by an acquaintance, a 33-year-old resident of Nazyvayevsk, it said.

Mets met his girl ... Read more »

Artist Tony Matelli is on show for the second year running in Moscow at the Gary Tatintsian Gallery with his exhibition “The Idiot.”

Those who remember the previous installation, “Survival,” may be disappointed. Most people remember “Survival” for “Old Enemy, New Victim,” a sculpture that consisted of two skinny monkeys attacking a much larger variety of their kind in what looked like a fight to the death.

“In ‘Survival,’ every item was shocking. Now visitors look at the installation and wonder where the exhibition is. They ask if it was called off,” gallery director Victoria Pukemova said.

Looking around “The Idiot,” you could think it was just a couple of boxes, a small flame and some plants.

Matelli is known for his attention to details. A sculpture of a topless women that stood in the Tatintsian gallery has fooled many a visitor into thinking it ... Read more »

JERUSALEM —  The Palestinian president's political party says all hopes in the Obama administration have "evaporated," accusing the White House of caving in to pressure from the pro-Israel lobby and backing off a demand to freeze Jewish settlement.

Mahmoud Abbas' Fatah Party also accused the U.S. of failing to set a clear agenda for a new round of Mideast peace talks, according to an internal memo obtained by The Associated Press on Tuesday.

"All hopes placed in the new U.S. administration and President Obama have evaporated," the document said. Obama "couldn't withstand the pressure of the Zionist lobby, which led to a retreat from his previous positions on halting settlement construction and defining an agenda for the negotiations and peace."

The Palestinians initially greeted Obam ... Read more »

As many as 37.4 percent of Belarusians would like Alyaksandr Lukashenka to be reelected for a new presidential term, according to a survey conducted in September by the Vilnius-based Independent Institute of Social, Economic and Political Studies (IISEPS).

However, 50.2 percent of the interviewed suggested that "a new person should be given a chance."

When asked, "If Alyaksandr Lukashenka runs for President for the fourth time and a candidate representing a pro-democratic force competes with him, which of them will you vote for?" 25.2 percent of the interviewed said that they would vote for the pro-democratic candidate and 42.9 percent said that they would vote for Mr. Lukashenka.

When asked whether the fact that "almost all power in the country is in the hands of Alyaksandr Lukashenka is for the good of Belarus or gives nothing to the nation," 44.2 percent opte ... Read more »

Hundreds of people called on the authorities to find and punish the killers of journalists and human rights activists in Russia, rallying Wednesday to commemorate the third anniversary of the killing of Anna Politkovskaya.

“The authorities are incapable of solving such crimes,” former Prime Minister Mikhail Kasyanov said. “Even the most honest investigator cannot solve the crime because the government won’t let him.”

Prosecutors have said little about who might have ordered the contract-style killing on Oct. 7, 2006, while the suspected gunman is believed to be hiding in Europe. Three men accused of playing minor roles in the killing remain under investigation.

Since Politkovskaya’s death, at least seven journalists and human rights activists have been killed in Russia, including one who wrote for the same newspaper, Novaya Gazeta. “There is a political will ... Read more »

Maxim has contacts in the customs department as, it seems, do a lot of people.

Not long after Cherkizovsky Market was closed down, shops offering customs goods started appearing all over Moscow. All the brands you could desire and all at prices that made you wonder why anyone would ever pay more than 600 rubles ($20) for Adodas trainers, let alone Noke or Ribok.

The shops’ names hinted that they were trading in confiscated customs goods, but it was just a way to get rid of goods leftover from the market, according to a charmingly in-depth investigation by Komsomolskaya Pravda, which tracked down the owner, a former Cherkizovsky trader, and asked him if they could sell dodgy tracksuits in his shops.

He said, “Yes, of course,” but only after threatening to burn down their shop if they dared to open a similar kind of operation. So, here we have a sel ... Read more »

A ``Robin Hood`` banker who stole $340,000 (£214,000) and apparently gave it all away to needy customers has been sentenced to a year and a day in jail, according to Telegraph.co.uk.

Patricia Keezer, 53, embezzled cash over an eight-year period while managing a bank branch near Detroit, giving customers $2,000 (£1,257) at a time for car repairs, mortgage payments and other such concerns.

In court, district judge Marianne Battani imposed a more lenient sentence than prosecutors wanted, stating that the thief was ``like a modern day Robin Hood``. But she added that the days of stealing from the rich to give to the poor were ``long over``.

Keezer`s crime spree ended last year when the embezzlement was uncovered.

Authorities said she covered her tracks by falsifyi ... Read more »

There is flap in the Hundred Acre Wood at the arrival of an otter called Lottie. No one can dislike an otter, it is just that everything in the Hundred Acre Wood has been unchanged – the bridge where they played Poohsticks, the name-board Sanders over Pooh`s house – since A A Milne brought it to public notice in the 1920s, according to Telegraph.co.uk. Now an official sequel, Return to the Hundred Acre Wood, has been written by David Benedictus. In his "exposition" of the sequel, he has Christopher Robin asking: "Are you really going to write us new adventures, because we rather liked the old ones?" A good question.

Classic children`s stories are known by heart. They have limits. Are otters also to be introduced into Alice or The Tale of Peter Rabbit? Sometimes we want smaller worlds not bigger ones. A Hundred Acres ... Read more »

Helsinki has found a novel solution to the age-old problem of urban rabbits. They will soon be on the menu for the city zoo’s vultures, wolverines and lions, according to IceNews.

The zoo, located on Korkeasaari Island, will introduce the new bunny offerings at the end of the month, according to a report by the Helsingin Sanomat. The domestic diet will be sourced from greens and parks patrolled by the city’s Building Services Unit. The zoo system will play an important part in maintaining Helsinki’s fragile ecosystem, which has often come under threat from the city’s resilient rabbit population.

The bunny proposal had been in discussion since springtime this year and was finalised when zoo veterinarian Eeva Rudback sent an email confirmation to Building Services project planner Antti Rautiainen. Rautiainen’s proposal stated ... Read more »

After Iran's acknowledgment that it is developing a second uranium-enrichment facility, "Israel" must consider not just whether to proceed with a strike against Iran-but how, The Wall Street Journal declares.

According to the newspaper, Iran has all of the technology and production and manufacturing capabilities needed for fission weapons. It has put massive resources into a medium-range missile program that has the range payload to carry nuclear warheads.

"These capabilities are dispersed in many facilities in many cities and remote areas, and often into many buildings in each facility-each of which would have to be a target in an Israeli military strike", the edition notes.

According to the newspaper, "Israel" is considering military options, but considering them carefully and with an understanding ... Read more »

LUKOIL (LKOH.MM), Russia`s second-largest oil producer, has stopped oil product output at its Odessa refinery in Ukraine due to crude shortages, a company spokesman said on Friday, according to Reuters.

"Oil products output has stopped," the spokesman, Dmitry Dolgov, said, adding that the company was preparing a statement to clarify its position.

On Thursday, market sources said crude deliveries to the Odessa refinery were halted on Oct. 1, as Ukrainian state pipeline operator Ukrtransnafta refused to supply crude to the refinery via the Kremenchug-Odessa pipeline. [ID:nL1604033]

Blackburn Rovers manager Sam Allardyce believes that Chelsea made a mistake by giving Andriy Shevchenko very little time to settle down in the Premier League.

Allardyce says that the situation is similar with Rovers` new defender Michel Salgado, who needs time to adapt to the physical nature of football in England.

"I give you the perfect example," he told The Lancashire Telegraph.

"This [Shevchenko] wasn`t a young man, this was an old, experienced player.

"Because Chelsea put him in too quickly, and because he wasn’t ready, he became a complete flop – and that was Andriy Shevchenko.

"That was £30 million and however much grand a week. They continued to play him because he cost that much when he was never ready to play in the Premier League.

"It was far too quick for him, far too physical and the lad`s confidence just drained away. He never, ever got to it.

"It is the same with Michel Salgado – he found it tough at ... Read more »
