His participation in the summit reaffirmed the Turkish President Abdullah Gul, from Kazakhstan - Nursultan Nazarbayev, Kyrgyzstan - Kurmanbek Bakiyev and host events Ilham Aliyev. According to preliminary data, in the summit will be attended by the delegations of Turkmenistan and Uzbekistan.

According to official figures, "Summit called to address a wide range of issues of mutual interest, in particular the deepening of cooperation of Turkic states in political, trade-economic, cultural, humanitarian, transport, tourism and other fields. Following the summit will adopt a declaration and signing of bilateral documents aimed at the development and deepening of multilateral and bilateral cooperation.

According to political analyst Eleanor Abakulievoy, "a meeting of heads of Turkic states in the ancient Azerbaijani city of Nakhichevan, which is located in the enclave, separated from the Republic of Armenia and Turkey, against the background of several recently changed geopolitical realities in the region would seem not to time. However, it is possible that due to recent events such a summit would be that on is timely because it would allow to adjust the position and assess the relevance of the claimed "the idea of integrating" such as the Council of Europe or the League of Arab States. " This analyst notes that some experts said it was premature to create a permanent organization of Turkic peoples and communities. The reason is well known - the contradictions between some of the Turkic countries, due to the influence of various world centers of that, of course, does not negate the need for integration, but requires a longer time, and closer ties between the countries. However, the first steps in this direction albeit slowly, but already made.

On the eve of the summit of Heads of States in Baku, the first meeting of the Parliamentary Assembly of Turkic-speaking countries (PATS). Were taken Statutes and Regulations of the Assembly, as well as the budget for 2010, which amount to 300 thousand euros. The first Secretary General of the PA for the next four years, was elected representative of Azerbaijan Ramil Hasanov. His deputies are representatives of Kazakhstan, Kyrgyzstan and Turkey.

The meeting also adopted the Baku Declaration which stated that the PATS will give new impetus to the mutually beneficial and equitable cooperation in the region, based on the opportunities posed by a common history, language, ethnic culture of the Turkic states.

It should be noted that the idea of Turkic unity initially was based only on the desire to bring together kindred peoples on the basis of ethno-cultural values. However, the ensuing meeting, the changed geopolitical and economic situation in the region and the world made anew to treat put forward the idea. Today on the agenda are already on other issues - economic development, joint implementation of cross-border energy projects, cooperation in the international arena, which will improve the consistency and power of each country individually, and strengthen the positions of all the Turkic world as a whole.
